Water scarcity is not a distant future scenario for India — it is a present reality for hundreds of millions of people. According to the World Resources Institute, India ranks 13th globally on water stress, with large swaths of the country classified as "highly" or "extremely highly" stressed. The consequences range from stunted agricultural productivity and industrial constraints to direct public health crises and inter-state political conflicts.

Defining Scarcity: Physical vs Economic

Hydrologists distinguish two types of scarcity. Physical scarcity occurs when there is genuinely not enough water in a region — think arid Rajasthan or parts of Gujarat's Saurashtra. Economic scarcity occurs when water exists but infrastructure, investment or institutional capacity is lacking to deliver it to people who need it — the reality for much of rural Bihar, Jharkhand and Odisha. India suffers from both types simultaneously in different parts of the country.

  1. Population and demand growth: India adds roughly 15 million people per year; urban water demand is projected to double by 2030.
  2. Agricultural inefficiency: Flood irrigation still dominates 60% of irrigated area, wasting 40% more water than drip or sprinkler systems.
  3. Groundwater overdraft: India extracts more groundwater than any other nation — 248 BCM per year — exhausting aquifers that took millennia to fill.
  4. Deforestation and watershed degradation: Loss of tree cover reduces rainfall interception and soil infiltration, increasing runoff and reducing recharge.
  5. Pollution reducing usable supply: 351 polluted river stretches and arsenic/fluoride groundwater contamination effectively remove water from the usable supply even where it physically exists.
