Chennai Water Crisis Explained

How India's fourth-largest city ran out of water in 2019 — and what happened next

In June 2019, Chennai became the first major Indian city to face a near-total municipal water shutdown. All four reservoirs dropped below 1% capacity. This is the full story — causes, crisis, response, and the lessons for every Indian city.

In the summer of 2019, something that water experts had been warning about for years finally happened. Chennai — a city of 7.1 million people, India's fourth-largest — effectively ran out of water. By June 19, the combined storage in all four of Chennai's major reservoirs had fallen to just 0.1% of capacity. Hotels ran dry. Offices sent staff home. Construction sites halted. Restaurants closed. The price of a water tanker shot from ₹800 to ₹4,500 overnight. Newspapers called it 'Day Zero'.

Chennai's Water System: The Four Reservoirs

Chennai depends on four major reservoirs in the Palar and Adyar sub-basins: Poondi (1,465 Mcft capacity), Chembarambakkam (3,300 Mcft), Red Hills / Redhills (3,300 Mcft), and Cholavaram (1,081 Mcft). Together these hold about 9,146 Mcft at full capacity. Unlike Mumbai or Pune, which have Sahyadri ranges with reliable monsoons, Chennai sits in the rain shadow of the Western Ghats. It depends on the northeast monsoon (October–December) rather than the southwest monsoon (June–September) that waters most of India.

How Did It Happen? The Root Causes

1. Two Consecutive Poor Northeast Monsoons

The 2017 northeast monsoon was 62% below normal due to El Niño conditions. Then 2018 also underperformed, with the northeast monsoon arriving late and delivering only 45% of normal rainfall. Chennai's reservoirs — which rely almost entirely on this single monsoon season — simply never recovered between 2017 and 2019. By the time summer 2019 arrived, there was nothing left.

2. No Perennial Rivers — Unlike Other Major Indian Cities

Delhi has the Yamuna, Mumbai has the Ulhas and Bhima river systems, Bangalore (through BWSSB) can draw from the Cauvery. Chennai has no perennial river. The Cooum, Adyar, and Kosasthalaiyar that flow through the city are essentially sewage drains for most of the year, with meaningful flow only during the northeast monsoon. This makes Chennai structurally more vulnerable than most Indian cities of comparable size.

3. Groundwater Decimated by Over-Exploitation

In a crisis, any city should be able to fall back on groundwater. Chennai cannot. The CGWB classifies 93% of Chennai's assessment units as 'over-exploited'. The water table in Pallikaranai, Tambaram, Porur, and Ambattur has dropped 10–15 metres in the last two decades due to uncontrolled bore well drilling. When the 2019 crisis hit, many bore wells were already dry — so the city had no groundwater safety net.

4. Lake Encroachment and Urban Flooding Paradox

In a bitter irony, the same lakes that were encroached for Chennai's IT corridor expansion in the 2000s were the lakes that used to recharge groundwater and feed the city's water table. Pallikaranai marsh — a 60 sq km natural wetland — was reduced to under 4 sq km by 2019 due to encroachment. This wetland historically recharged the Buckingham Canal and multiple bore fields. Its loss directly contributed to groundwater depletion.

The Crisis: Life in Chennai During June 2019

The CMWSSB (Chennai Metropolitan Water Supply and Sewerage Board) supply fell to near zero in most residential areas. The board diverted all available water to hospitals and essential services. Residents queued for hours at public taps on the rare days they flowed. Women in working-class neighbourhoods like Vyasarpadi and Kodambakkam woke at 3 AM to collect water when supply briefly trickled. Office parks in Sholinganallur brought in 10,000-litre tankers daily. The Leela Palace Hotel installed a ₹2 crore temporary water treatment plant.
