Why Bangalore's Groundwater Is Declining

A deep dive into how India's Silicon Valley is running dry beneath its feet

Bangalore β€” India's technology capital β€” sits on a rocky Deccan plateau with naturally low groundwater potential. Yet over six decades of explosive population growth, from 1.2 million in 1960 to over 13 million today, the city has punched hundreds of thousands of bore wells into that thin aquifer system with little restraint. The result is a slow-motion crisis playing out beneath the gleaming glass towers of Whitefield and Koramangala.

The Central Ground Water Board (CGWB) 2022 Annual Report classifies most assessment units in Bangalore Urban district as 'over-exploited' β€” meaning the city extracts more groundwater each year than nature can replenish. The extraction-to-recharge ratio has breached 1.0 in many sub-zones, a threshold that triggers permanent aquifer compaction over time.

The Groundwater Depth Story: 1970 to 2024

In the 1970s, a bore well in Bangalore needed to go only 10–15 metres to find water. By the 1990s that number had crept to 25–30 metres. Today many bore wells in Whitefield, Sarjapur, and Varthur must drill past 100 metres β€” and even then sometimes find no water or water too saline to use. Root Cause 1: The Lake System Collapse

Bangalore was historically known as 'the city of a thousand lakes'. The Kempe Gowda kings built an intricate cascading lake system β€” each lake feeding the next through gravity β€” that served as both flood management and groundwater recharge. The BBMP documented 847 lakes in the 1960s. By 2024, only about 201 functional water bodies remain. The rest have been encroached upon for housing layouts, IT parks, storm drains, and garbage dumps.

Each lost lake represents lost recharge area. A 10-acre lake in good condition can recharge 5–8 lakh litres of groundwater per day during and after a rain event. Multiply that across 646 lost lakes and the annual recharge deficit is staggering β€” hundreds of millions of litres that now become runoff instead of groundwater.

Root Cause 2: Population and the IT Boom

Bangalore's population growth tracks almost exactly with the groundwater decline. When the IT sector exploded in the early 2000s, tens of thousands of apartments, tech parks, and gated communities were built on the city's periphery β€” areas like Sarjapur, Electronic City, and Whitefield that the Cauvery water supply network didn't yet reach. These areas relied almost entirely on groundwater via tankers and bore wells.

A single apartment complex of 500 units can consume 2–3 lakh litres of groundwater per day. Multiply by thousands of such complexes, and the math doesn't work. BWSSB estimates Bangalore currently extracts approximately 1,300 million litres per day (MLD) from groundwater, against a natural recharge capacity of only 800 MLD β€” a deficit of 500 MLD every single day.

The Bore Well Economy

With 450,000+ registered bore wells (and many more unregistered), Bangalore has more bore wells than most Indian cities. During the water crisis months of March–June each year, water tankers β€” each drawing from private bore wells β€” multiply on the roads. A 10,000-litre tanker that cost β‚Ή800 in 2010 now costs β‚Ή2,500–₹4,000 in water-stressed areas. Residents in new layouts sometimes spend β‚Ή5,000–₹10,000 per month on water alone during summer.

CGWB Classification: The Official Verdict

The Central Ground Water Board's 2022 assessment paints a grim picture for Bangalore Urban district. Assessment units in Yelahanka, Varthur, Anekal, and Bangalore South are classified 'over-exploited'. Bangalore East hovers at the 'critical' boundary. Only a few northern units near Hesaraghatta (where one of Bangalore's few remaining large lakes sits) remain 'semi-critical'.

However, this project has faced delays and cost overruns.
