A state-by-state breakdown of drinking water safety, contamination types and what the data actually shows
Himachal Pradesh, Sikkim and Kerala consistently top India's water quality rankings. But what makes water "safe" — and why do some densely populated states score so poorly? We analyse CPCB and NITI Aayog data.
India's drinking water quality varies dramatically from state to state — and sometimes from district to district within the same state. While the Jal Jeevan Mission has connected millions of homes to piped supply, connectivity does not automatically mean safe water. Understanding which states perform well, and why, reveals the levers that actually move the needle on public health.
The Bureau of Indian Standards (IS 10500:2012) sets drinking water quality limits for 65 parameters including pH (6.5–8.5), turbidity (<1 NTU), total dissolved solids (<500 mg/L), nitrates (<45 mg/L), arsenic (<0.01 mg/L), and fluoride (<1 mg/L). CPCB and state pollution control boards test surface water against these norms. Jal Jeevan Mission mandates testing five parameters at village level monthly and 11 parameters at certified labs quarterly.

Punjab — India's breadbasket — presents a troubling paradox. Decades of intensive agriculture have saturated the soil with nitrates, organochlorine pesticides, and heavy metals that have infiltrated the water table. A 2020 PGIMER study found elevated cancer incidence along the "cancer train" belt from Bathinda to Bikaner, correlating with contaminated groundwater. Meanwhile, untreated industrial discharge from textile and dyeing units in Ludhiana enters the Sutlej river system upstream of drinking water intakes.
Eastern Uttar Pradesh and Bihar lie over naturally arsenic-rich alluvial sediments deposited by the Ganga and its tributaries over millennia. When tube wells are drilled into these shallow aquifers, arsenic is released. Long-term exposure above 0.01 mg/L increases cancer risk and causes distinctive skin lesions. UNICEF estimates over 10 million people in the Ganga-Brahmaputra alluvial plain drink arsenic-contaminated water regularly.
